New SEP Refset to be included in the July 2017 International Edition

Hi everyone,

As discussed in the separate AG discussion "Additional, non-defining Relationships", we need to create a new SEP Refset in the International Edition.

This is both to assist with the interim solution for the Additional, non-defining Relationships, and also to enable us to further improve our Quality Assurance processes.

Please note that the original proposal was to create a new "Refset structure" for the International edition, as this is a map refset to two targets (and therefore does not conform to either the Simple or Complex map refset structures). However, on reflection the final proposal is to manage this via the use of two simple refsets instead.

If you could please, therefore, review the proposal and come back to me with any critical issues that you have identified that would be great, as we need to finalise the content within the next couple of months in order to include it in the July International Edition. We will then discuss any minor issues and finalise the proposal during our face to face meeting in April.
